Joint Parliamentary Committee
The Joint Parliamentary Committee is an ad-hoc legislative body of the Parliament of India. The JPC draws its members from both the Houses of Parliament. Traditionally, members of the JPC are nominated both by the Lok Sabha and the Rajya Sabha speakers, with the number of Lok Sabha speakers being greater than the number of Rajya Sabha speakers.
The JPC is tasked with conducting thorough impartial scrutiny of matters related to significant public and legislative concern. It examines bills, policies, or specific issues referred to it. It consults stakeholders, experts and officials for comprehensive analysis and can summon documents and witnesses for deliberations. Its findings, analysis and formulated recommendations are compiled into a detailed report submitted to the Parliament, which may incorporate majority views alongside dissenting opinions from members, ensuring representations of diverse parliamentary perspectives. Although these recommendations are advisory in nature, they carry considerable weight in shaping the policies in India’s landscape.
